What makes you think Russia hasn't tried, many many times, to nuke USA? The west has a shield system that neutralizes any warhead that passes through protected territory, much like Irael has but on a much grander scale. Russia just doesn't admit this, because it would give the US a chance to take them head on without nukes.

Russia doesn't control the media which is the main problem. If the retaliate too hard, they will be painted as the bad guy then Europe, The US and other countries will go after them together.
