The only viable targets for a nuclear strike are Myklolayiv and Odessa or Kherson without fallout hitting Belarussian allies or blowing back to Russia. If you actually want to know when russia will strike, the news article stating they are worried about fallout reaching NATO countries is your answer. This would be the time for a show strike though. the only other attack they can do is a high atmosphere emp attack.
