The only option is to completely terraform Africa. Remove all life to break the parasitic cycle load, rework the geology to make it actually accessible and useful, and once it's completely cleared of its old biology, reseed it with species to establish a functional biome instead of the horrifically dysfunctional one there is now.Not today, probably not tomorrow, but someday we will have the technology.
