Okay, I've never fully thought this through before because you just gave me an epiphany, so let's talk about. Why doesn't cancer research fall under national defense? Let's break down national defense:

Cancer technology is born from the research, which leads to more technology. Curing cancer protects Americans and military personnel, and in turn protects our country's economy and overall stability. The fewer people we have dying of cancer, the more ready our military is at all times. Currently the DoD funds cancer research through the PRCRP, and I'd bet my reasoning here is among why they do so. So tell me, why should it fall under our national defense budget?

Only recently have "fighting age" and "has cancer" been significantly overlapping circles on the Venn diagram, so maybe an ounce of prevention is worth a pound of cure instead.
Funding research in that direction is worth more than wealth-extractive patch job treatment.
