Then following COVID-19, suddenly China's fertility rate is significantly lower than Japan's. My feeling is that the numbers have been fake since the 1990s or earlier, and COVID-19 gave the perfect excuse to change it dramatically without being questioned and causing an international scandal.China implemented the One Child Policy in 1979. It was inconsistently enforced by local and provincial governments, like everything in China, but by the 1990s and 2000s it was likely progressively far better enforced. They implemented the Two Child Policy in January 2016, probably hoping that the number would naturally get closer to the fabricated number. It didn't work, so they got rid of all limits beginning in July 2021.
