Other key expenditures include 2.5 billion rubles to incentivize foreign students studying in Russia and another 2.5 billion rubles to fund assignments for Russian teachers to teach in their native language overseas. Drone attacks that have struck more than two dozen major oil refineries in Russia since early August have driven the Russian fuel market into an unprecedented crisis. Russian-occupied Ukrainian territories are affected, as well.

The total capacity available for producing gasoline and diesel fell by 6% in August and a further 18% in September.

The scale of refinery shutdowns has reached historic levels, surpassing the previous record in August (23%, or 206,000 tons per day), as well as earlier peaks in May 2022 (196,000 tons per day) and May 2020 (164,000 tons per day).

Roughly 70% of the outages resulted from drone attacks: by the end of September, they had disabled about one-quarter of Russia's refining capacity, or some 236,000 tons per day.

In September, four more Russian refineries halted production following drone strikes. These included Kinef in Leningrad region, the second-largest refinery in Russia, and Rosnef's Ryazan refinery, which ranks among the top five. Kinef shut down on September 14, Ryazan on September 5. In addition, the Novokuibyshevsk refinery suspended operations on September 20, and Gazprom's Astrakhan gas processing plant on September 22.

The militarization of Russian children already brings results:

At least 11,000 members of the "All-Russian Military Patriotic Social Movement 'Young Army'" ("Yunarmiya") have taken part in the war against Ukraine, the head of the organization's main headquarters, "hero of Russia" Vladislav Golovin, who took part in the assault on Mariupol, said.

"Currently, in cooperation with the Ministry of Defense, we have data showing that about 140,000 have joined the armed forces and other security agencies. About 11,000 took part in the 'special military operation' zone, but I am confident that this number has already increased," he said.

In March, Golovin told Putin that 12,000 former Yunarmiya members (the maximum age of participants in the movement is 18) had been sent to the "special military operation."

Some members of Yunarmiya were already killed. Among them was Ilya Karkavin, who was 19 when he was killed in Ukraine. He became the youngest "hero of Russia" in the entire war against Ukraine, the head of the movement proudly noted.

Previously, Golovin reported that about 140,000 Yunarmiya cadets had become security personnel and soldiers.

We have come a long and difficult way since 2014 when Russia first attacked Ukraine.

I remember well how hard it was then to find helmets and bulletproof vests, how we urgently learned what modern military first aid kits should contain. The world did not realize what dangers this "local conflict" held (as it was called by the media then).

When the full-scale invasion began in 2022, Ukraine has heroically risen to the fight and did not crumble under the Russian attack. The world saw Ukraine standing and willing to resist, and then partners started providing Ukraine with serious military support.

Ukraine is not just holding on, Ukraine invents and uses innovation. Ukraine is changing the rules of warfare. With the help of our Allies, Ukraine produces a large number of weapons, destroys Russian aviation, vessels and industrial objects thousands of kilometers away from our borders.

Today, it is Ukraine teaching NATO how to defend the airspace in European countries. Ukrainian Defense Forces are the most experienced armed forces in Europe, fighting against the largest country in the world that has nuclear weapons.

None of this is easy. We have lost and keep losing so many incredible people. Many cities have been lost.

But Ukraine lives. Ukraine fights.

Most of those who defend Ukraine today are people who don't have any prior military experience and have never wanted to have one. We have been dealt a terrible ordeal, and Ukrainian Defenders demonstrate amazing dignity fighting through it.

Ukraine is people who believe in Ukraine.

Today we remember the Defenders who gave their lives for Ukraine. We honor those who are defending us.

The latest UN report mentions the "Dr. Evil" case uncovered by Schemes, an investigative project of Radio Liberty, about a Russian prison doctor who tortured Ukrainian prisoners of war in Mordovia, Russia.

The vast majority of Ukrainian prisoners of war report being tortured, starved and badly treated in Russian captivity. Since Russia rarely allows international organizations access inside its prisons, these cases are not documented.

According to the report by UN Special Rapporteur on the situation of human rights in the Russian Federation Mariana Katzarova, between February 2023 and April 2025, in Penal Colony No. 10, a high-security facility in Mordovia, Russia, many of the 700 Ukrainian prisoners of war and civilian detainees were systematically tortured - often by medical personnel. A paramedic known as Doctor "Zlo" (Doctor Evil), identified as Ilya Sorokin, humiliated and tortured Ukrainian prisoners of war and denied them medical care, which probably has led to the deaths of several Ukrainians.

The rapporteur noted that Ilya Sorokin "routinely beat detainees with rubber batons and electrocuted them with stun guns."

The report also mentions a Ukrainian prisoner who died in Colony No. 10 - Volodymyr Yukhymenko, who had been captured in the spring of 2022. In June 2023, he was transferred to Mordovia, where his condition sharply deteriorated. When his cellmates requested medical assistance, Sorokin ignored the pleas and instead encouraged guards to beat the ill man even more. Russia officially recorded his death on September 1, 2023. A Ukrainian forensic examination found that he had pneumonia, internal bleeding and multiple fractures.
