depends on the configuration of the fuel in the reactor vessel and how densely packed it is but for PWRs it would be about a year. that is, if they haven't defueled it and put them in the spent fuel pool. in which case it would be much shorter since the arrangement there is optimized for convection cooling in the event of loss of power or pool failure.
dry cask storage is basically built around this concept. once the short-lived heat load is off you can just put it in a concrete tube and it'll be fine. the cask will reject heat to the air quicker than the medium-lived decay in the spent fuel arrays generate it.
the reason fukishima was an issue was because units 1-3 were online at the time so even though they scrammed the short-lived decay heat was still producing ~10% of rated output for the first day or two. that's what caused the meltdowns. unit 4, which was offline for refueling and maintenance, had no meltdown because it had already had most of those isotopes decay away.
