that's because 4th Rapid Reaction Brigade was formed and trained to defend against exactly the attack the russians tried. even if they sent ALL the VDV they could they would still be fucked. a couple guys with mortars puts that runway out of commission if they try to land planes on it. then you have a shitload of VDV cut off and dependent on air-dropped supplies through a rapidly mobilizing AD network until the ground forces reach them.
the whole plan was flawed to begin with. an airborne coup-de-main decapatory attack to seize the capital was never going to work.

Gas Pipeline Fire in Siberia Cuts Supply to Five Settlements
