President Stubb has published an article in The Foreign Affairs called The West's Last Chance (link in the end of post).

I think it's a fundamental overview of the current situation and the challenges we are facing today. I highly recommend reading the article itself (it's behind a paywall but I think you can enter your email and read it for free).

President Stubb says that we are currently in a "triangular contest" among the global West, global East and global South. The East and West are competing for the "hearts and minds" of the global South. The global South "will decide" whether geopolitics in the next era leans toward cooperation, fragmentation or domination."

The global security order will either be multirateral ("a system of global cooperation that rests on international institutions and common rules", all countries rely on principles equally) or multipolar ("oligolpoly of power", large and strong countries make the global decisions).
"Whereas multilateralism leads to order, multipolarity tends toward disorder and conflict," President Stubb writes.

President Stubb describes the three possible scenarios of how things could develop globally in the next decade:
◾The current disorder: respect for international rules and institutions depends on the situation; limited capacity to solve crucial issues; no real possibility to resolve conflicts; no evolving into greater chaos.
◾Collapse of the existing order: chaos ensues, no clear nexus of power; states are unable to resolve crises (e.g. famines, pandemics etc.) International organizations have virtually now power; local conflicts might trigger wider wars;
◾Symmetry of power between the global West, East, South: cooperation, dialogue and a rebalanced world order. Cooperation ensures dealing with climate, security and other global issues. International institutions function to the global benefit.

Putin has once again mentioned Novorossiya. In an interview ahead of his visit to India, he stressed that, in any case, Russia will 'liberate' Donbas and Novorossiya by military or other means.

It is telling that Putin is now speaking not only about the Donetsk region. All there is to do is to understand which Novorossiya he is referring to when he stresses the need to 'liberate' it.

This could refer to the territories of Ukraine's Zaporizhzhia and Kherson regions. As is well known, part of these territories was occupied by Russia back in 2022 and was subsequently annexed within the administrative borders of the Zaporizhzhia and Kherson regions.

Or it could be a broader political project, which we heard about from Putin during a meeting of Russia's Federal Assembly dedicated to the annexation of Crimea. It was then that Putin mentioned Novorossiya - most of the eastern and southern regions of Ukraine. And it was this territory that Moscow then referred to as Novorossiya, which Putin plans to annex to Russia.

This once again shows that the so-called 'Russian conditions' in these negotiations are not Putin's real goal, and that the issue is not just about Donbas.

Putin is putting forward conditions aimed primarily at destabilizing the political situation in Ukraine. He wants to force the Ukrainian political leadership to agree, at least, to the occupation of the Donetsk region by Russian troops. And as soon as this happens, Putin hopes that it will lead to a sharp destabilization of political life in Ukraine, and then the Russians will demand that the Ukrainian leadership withdraw its troops from the Zaporizhzhia and Kherson regions as well.

Russia is waging war not only on land and in the air, but also at sea.

In the south, Russia is conducting an open sea-air campaign against Ukrainian ports and logistics. In the north, it is covertly testing the vulnerabilities of NATO countries' underwater infrastructure: power cables and telecom lines. Formally, many episodes are still in a gray zone, but the trajectory of escalation is obvious.

The Ukrainian direction is no longer just 'hints.' According to BlackSeaNews/the Institute for Black Sea Strategic Studies, at least 107 attacks on ports in the Odesa region and on the region's infrastructure were recorded between January and September 2025 - missiles, Shahed and decoy drones, unmanned surface vehicles, strikes on ships in ports, and, in parallel, a mine threat. This is a systematic attempt by Russia to destroy Ukrainian exports.

Northern Europe sees a different model of the same conflict. Damage to Estlink 2 and telecom lines (December 2024), suspicious vessel activity near cables (in particular, a case highlighted by Poland in May 2025), and discussions about the "shadow fleet" - all this creates a constant background of risk, where each incident can be written off as an 'accident,' but the combination of signals forces NATO to strengthen security (including through the Baltic Sentry mission). This is exactly how the gray zone works: without a declaration of war, but with the effects of war.

The key reason Russia believes it can allow itself this escalation is money. And here lies the West's weakest link: Russia's energy exports by sea. According to estimates by economist Andrii Klymenko (monitoring by BlackSeaNews/the Institute for Black Sea Strategic Studies), Russia continues to export about 22 million tons of crude oil per month by sea, and in September 2025, volumes increased to ~23 million tons (+ ~1 million tons), largely through the Black Sea route. The routes are diversified: the Baltic ~50%, the Black Sea and the Far East ~23-25% each, the Arctic/Murmansk ~5-6% - it's impossible to 'turn off the tap' with a single decision.

Why did the sanctions not work as intended? Because they were imposed too late, when the bypass chains had already started working. Russia has reduced its dependence on the $/€, uses complex payment schemes (including barter/crypto and banks in Southeast Asia), and the main flows go to India, China, and other countries that have not joined the sanctions. Even in Europe, there is still a 'window': tankers can transit straits and territorial waters without calling at ports and using port services.

It is important to add another argument here, which is often lost amid geopolitics: the very existence of Russia's "shadow fleet" is a direct threat to maritime and environmental security. These are usually very old vessels with opaque ownership, dubious insurance, and 'masking' practices (changing flags, companies, routes) that 'live' in a gray zone of oversight. For Europe, this means not only the risk of sabotage or pressure on infrastructure, but also the risk of accidents, oil spills, and environmental disasters in the Baltic, North, and Mediterranean Seas - with a huge cost to coastal states, fishery, tourism, and the port economy.

Therefore, combating the "shadow fleet" is in the fundamental interest of all states, especially those in Europe: safe seas, protected cables and ports, predictable trade, and minimization of environmental risks.
