Hydroplanes help solve this issue a little but it also means they can't be multiterrain. At least with hovercrafts you can idle in place, and hydrofoils can act like boats, with an ekranoplan you must have ram air or you stall making their low speed fuel economy total ass. That being said of course, an ekranoplan could have a much higher top speed than either a hydrofoil or a hovercraft and can go on multiterrain. As long as it's not too obstacle filled.
