It is a miracle that this initial outbreak was on a cruise ship. If it wasn't we wouldn't have a prayer of containment. In 2018 (picrel) one guy went to a birthday party and got 5 people (at four different tables) infected. He got some random 6th person that he only walked by outside the bathroom infected as well. They had to do strict containment measures to bring the r0 below 1. This was in a small isolated town and no international airports or highly populated cities were involved
