This is the biggest hurdle for both sides. WWE wants host cities to pay but London does not need to pay up at all. Massive amounts of tourism and giant shows mean they don't have to. Whereas places like Cardiff, Perth and Lyons are smaller cities and need the extra leg up.

It's a very tight competition every year, seeing how Wrestlemania brings hundreds of millions of dollars to the local economy of the host city, and if you have Boston, Miami, and New York City all offering big bucks for the possibility to host do you really think WWE will look at a London proposal and think "these guys aren't offering us a cent AND we have to cover the costs of moving our domestic production assets to England?
