What would it take for the American indie wrestling scene to become this good again?

Nothing. American wrestling has been on a steep decline since the 80s. The guys who know what to do are dead and everyone alive don't want to learn.Honestly, it would take another Tony Khan who values training and experience over getting to hang out with the guys from his favorite youtube channel.
The talent isn't there and if it was they would just get signed to AEW and wrestle on Collision every other month.

If that's their goal then logically they're going to do everything in their power to make themselves as appealing to WWE as they can to get that actual contract beyond that point. AEW guys botch way more, their individual moves look like shit and their personalities are either more bland or gay and cartoony. AEW also has to make every storyline about how the guys are gay and they hurt each others' feelings. And when they go hardcore, which is far too often AEW uses fake weapons.They have no prime Joe, they have no prime Danielson, they don't even have a Jimmy Rave. The only parts of early ROH that live on in AEW are Special K and the Rainbow Express.
