Tony has appointed random wrestlers to take charge of things but they don't have the authority to approve shit on Tony's behalf and he's too busy playing boss to actually set up a proper workplace to deal with actual problems. He even made up a disciplinary committee to deal with problems backstage so he can ignore any actual work.
