She just came into the company at the wrong time. If she had been there at the start, AEW would have had to push her. I don't ever see her getting past people like Mone, Mariah or Toni. People like Willow, Kris, Rosa and Julia also have their TV time pretty much guaranteed each week. Harley's even starting to make the weekly rotation.Her booking has been bad since Day 1 and she does herself no favors by not improving her look. The best thing she could do for her career is to get out and try to go back to TNA.
