Every single push is an "astroturf" you midwit, that's what wrestling is, trying to get your characters over with the audience. Wrestling is, definitionally, almost entirely astroturfing outside of a few historical instances, what matters is if the astroturf returns your investment.
Cody instantly became the biggest draw in the company, biggest merch by far and most live event ticket sales when he returned in 2023.

1. If you manufacture a star and spread it all over branding and TV, yes it will work to a very modest extent. This is the astroturfing part. But you need someone who the audience actually likes and wants to see more of to meet them halfway. Even Cena eventually managed to overcome appearing fake and just got over naturally.

2. Leading merch sales doesn't mean anything when the product is doing so badly that the most common discussion anyone has about it is "So when are they selling to Saudi Arabia?"

3. Cody and Reigns have virtually identical pushes and roles in the company at this point, right down to one belonging to the coconut mafia and another belonging to whatever good ol' boy club included Dusty. Just nepo crap where neither are doing any serious lifting.

If he was, then kind of, but he didn't return the investment like Cody did. He got the push and business went down, Cody got the push and business went up. Failed astroturf vs successful astroturf.
The brand going down as everyone shits on the overall shows and storylines and the writing taking a nosedive can't be solely attributed to him when he proved he returned the investment, met them halfway and pushed it further while Nash never did.

Honestly, Cody has always sucked. He sucked in njpw(probably his best work), he fucking sucked in AEW outside of the match he wrestled on the first show against Dustin and even then he had to do weird ego shit calling back to WWE/HHH before the match, and he fucking sucks in WWE. He should go back to being stardust which also sucked, but at least he was in the proper spot on the card then. Cody is literally just a good theme song and good set-dressing with the American flag/red white and blue aesthetic.

His moveset sucks, his personality is dorky as fuck, he refuses to do anything but be this generic lame baby face even though he’s obviously a narcissistic weirdo and works better as a natural heel. He walks like he has poop in his undies. He’s a fucking dork who got lucky with the right father and right time with AEW existing to make WWE think he’d be a good get. Roman was way better and more believable.

Cody is perfect for the TKO era because he's someone who completely manufactured his entire run. It's like an MBA who decided to wrestle. Technically, everything he does is correct, and for the first year or two it'll come off cool. You saw this in AEW as well (but you'll quickly realize that Cody straight up copied a lot of WCW angles).
Over time though, people realize how disingenuous and soulless it all is. He's legit Patrick Bateman tier psychopath. Everything always feels carefully planned with him.
