Im 21 but look 18 due to a great bone structure. And in no world is 23 old. That makes no sense. Someone who is 22 wouldnt call someone who is 23 old. Youre only old when an early 20s calls you old IMO, teens even call like 20 old.

A 0-15 has no control over how they spend those years. It's all down to luck. Same with the 16-22 years. Those are largely outside of your control. You only gain control of your life at the 23-29 stage, but if you didn't get to experience those 0-15 and 16-22 experiences, it's hard to recover and catch up.
