Most people are unironically uglier naked than with lingerie or for fitting clothes on.

I dont understand why nudity is illegal when girls are allowed to walk around high-school and college in outfits which make them appear more sexually provocative than if they were naked or wearing non-form fitting clothing.

Forget leggings and other kinds of female clothing, the leotard is the absolute center between modest and provocative. The legs, hips and ass are completely exposed preventing any means of using form fitting clothing to adjust ones appearance while also covering up the breasts, genitals and in some cases arms.
