Most government welfare programs give you more money proportional to the number of children you're a guardian of. It's pretty common in black communities for the women to get knocked up and be single mothers so they can milk their welfare and don't have to work. The children serve no purpose beyond being a number on a form, and their parents hardly take care of them at all.

The economy isn't really the issue, it is the fact that, when life is somewhat decent (compared to being a peasant where you needed slave labor in the form of children to run the farm), people realize that having kids is a shit deal, and really only women have that biological clock, so to speak, to have them. And, even then, this can simply be ignored.
