That's called shrinkflation and it's been happening for a while.
It's definitely fair to call it a scam, they are trying to expand their profit margins as much as possible but in a subtle way to avoid scrutiny. And they conveniently blame individual governments even though this shit is happening globally and they brag about how much money they're making from doing this on earnings calls.
