This is addressed directly by Nietzsche when he talks about The Last Man, specifically in the part of Zarathustra where he talks about the island of the small people who have a morality centered around simply staying out of other people's way and not causing problems rather than striving for greatness. Women cannot know true greatness so they settle for basic "goodness" instead.
