city development prevents water from seeping into the ground, are hotter on average, have high energy consumption, and more. why do we build cities then?

yes, but they are more efficient: the infrastructure built and the energy used serves more people per watt used than otherwise. Distributing energy across vast areas like Los Angeles as compared to dense cities like NYC or Hong Kong also implies lots of heat waste as the energy must be transferred across lots more paths of electrical resistance. Or transportation, for example: a subway that moves the same amount of people as a freeway but with much less energy.
Everything is more efficient in a city, that's why they formed in the first place, they are practical for that reason, everything is more convenient.
Unfortunately, it's hard to keep a balance between greenery/nature and urbanization in a city since any park is valuable real estate, so it's a compromise, but one that must be made for a well-balanced city, which many large ones aren't. Pic related.

But in regards to the heat island effect: costal cities do not suffer that much from it. So there are good places to build a city, and bad places to build a city when it comes to that problem. A good city needs a breeze, natural ventilation, to keep that heat flowing away.
