I would presume due to the destructive capacity of the controlled nuclear fission reaction when used for purely weaponized means.
As a purely Planetary civilization a major emphasis has to be placed into the management, moderation and supervision of those weapons of mass destruction which can bring fourth the practical destruction of the entire civilization and species, the greatest material from of this threat concurrently is that of nuclear weaponry.
Outside of Moderation regarding our use of nuclear material, I do not see the need for supposedly such advanced observatory species to be interested in the procedures or functions of nuclear use cases
