Even t-rex's embryos are super tiny, so in tough conditions those lil ducklings should've adapt to new reality, lack of food, lot's of other species, as a result, the best version of t-rex that survived new "levels" were these fluffy ducklings.

Basically meteor and volcanos fucked the oxygen levels on the planet and larger shit needs more oxygen to function. Dinos got tiny because they simply couldn't afford to be fuck huge anymore and still do their thing. Also doesn't help their food sources also went the way of the dodo, so they had to get new less efficient sources of energy, which contributed to them getting smol
