The moon's gravity is too light to hold onto the kind of atmosphere we tend to think of.So if you mean true terraforming, and not just pressure domes, our best bet would be to try to introduce an atmosphere of an extremely heavy gas (but we wouldn't be able to breathe it), or to apply a solid coating underneath which microbes might be shielded within the regolith.In either case, we are talking about a habitat for bacteria, not animals or plants.

Domes are the most practical method. Giving it an atmosphere would be ridiculously energy intensive and expensive.
Also lack of spin means weather would be real fucky. Id be interested in seeing the modeling of what the weather on the moon with approximately earth like atmosphere would be like. The problem is day/night cycle is 14 earth days. This means the cold/hot cycles are more extreme. So yeah moon weather is fucked.
