Theoretically, you could have them come down horizontally on parachutes and then touch down on a series of airbags. If airbags won't work there's a lot of options for landing struts and retrorockets that could probably get the job done. The tricky part is getting the booster coming down slow enough for them to work while doing it sideways so you don't need to worry about it tipping over.

That, and finding land eastward of your launch site for them to come down on. That's a problem is most places that aren't Baikonur or Jiuquan
