Oxygen is not flammable, oxygen is fuel for combustion. Oxygen bonds with hydrogen when things burn and creates water. Water won't burn because it already has oxygen, it's the product of burning. Yes, burning creates water.

You're essentially asking why ash doesn't burn. It already burned.
