That's a fine criteria for smaller PL sides and down the hierarchy, but clubs that can compete at the highest level nationally and internationally should be called 'big' when they have a period of sustained success i.e. winning trophies. Otherwise in the case of teams like Arsenal 'competitors' or Man U 'historic'. Chelsea will one day become 'historic' when the wheel turns.
