In 2009, Bayern were considered the best team in Germany as well - but there were many other clubs who were said to have a realistic chance at winning the championship: Bremen, Hamburg, Schalke, Dortmund. But now, international competition and global bandwagoners cause such an imbalance that there's no way Bayern doesn't win and Dortmund, who stumbled into a good position right as this influx really took place, doesn't at least finish 4th. And it's not only a German issue, it applies to almost any league to a degree. These rich clubs can pay any price for players. Lots of clubs have generous owners, who obviously have their own agenda. Newcastle's owners are Saudi sheikhs, they have no ceiling
