In Germany it was a political decision to pump that much money into Bayern after Bundesliga was more or less irrelevant internationally in the mid 2000s. They thought it’s better to have one club that can actually build and hold a team and compete in the UCL than to have a second tier EPL that has to rebuild every year because the best players are transferred abroad.
