That's an exaggeration, but it's true there were less goals scored back then. In the top leagues a player scoring 30 goals in all competitions was elite level, 40 was an anomaly. Now 30 is standard for any good striker, 40 is a lot more common and 50 is the new elite standard. And it's not because players got better it's a mix of the game becoming more attacking, bigger disparity between the top teams and the rest, more games played, more player protection from refs, stricter tactics so more efficient chance creation etc.It's why I don't like comparing players from different eras because those that played in the 80s and 90s will always come off looking the worst through no fault of their own
