Before, FIFA made money on the side by selling via resellers that marked up the face value using "bundle" sales or sold privately to contacts off-market.
The families of FIFA members have been make their fortunes with ticket scams for decades.

Very few tickets were sold for face value on the open market, except for initial championship games between shit hole countries.

Also, ticket touts have been providing dynamic pricing, in full, unofficial partnership with FIFA, since at least the 70s.
Now technology replaces them but the margins for FIFA stay the same and the accounting is as opaque as it ever was.
