The country is located very high. At least that’s where all the people live. So it’s not like they came up with a diabolical cheat plan and built the stadium far away from the rest of the country to statpad. And by the time they had built that stadium, the effects of altitude strain weren’t fully known yet
But yeah, it is a bit ridiculous because the difference is so severe. But that kind of goes for all sports when you think about it? 100m sprints, long jump, and things like javelin throw? Heh, just do it at 4000m altitude, bro. Even cycling hour records.
The thing with sprinting and so on is that you can theoretically create a chart for „corrected“ performance on basis of ground level standards. But you can’t do it for football. Bolivia are ass except when they play at home

This, I remember for the 2018 WC qualifying match between Peru and New Zealand, the NZ team had an away match in Lima. So the Peru fans literally stayed up all night playing loud music and making a shit ton of noise outside the hotel were the NZ players were staying to tire them out ahead of the match the next day. Peru would win that match 2-0 and qualify lol.

It's basically on the mountain plateau looming over La Paz, La Paz is in a valley. At least I think so. El Alto used to be a part of La Paz and then became its own city
