How do you think those odds are determined?

By professional Asian syndicates.

Betting odds do not depict what the bookies think will happen but rather what will generate the most action

Unless we're talking about very niche selections with low betting limits, betting odds depict what professional syndicates consider reasonable. And they're better at it than the bookies.

If you think betting odds don't depict the actual probabilities and you know better, you're either wrong or a millionaire.

Betting odds are determined to ensure the house always wins, they are not an objective measure of actual probabilities in any way. Lots of impulsive football fans will look at this weekend's results, where Liverpool got battered by Palace and Arsenal put in a dominant performance against Newcastle, and they will bet on Arsenal winning the league. As such, the odds of Arsenal winning the league will be lowered, since it means the betting companies will have to pay out less if Arsenal do indeed win the league. Odds are also influenced based on how likely a particular group of people are to bet. For example, England fans like to bet that it's coming home, so England generally have lower odds than most other teams in international tournaments (not because they're the best team in the tournament, but because more people bet on them).

they saw arsenal dominating city. that was enough for the bookies and other CEOs

Possibly slightly true 20 years ago, nowadays wrong on literally every single sentence. Even England hasn't had grossly wrong odds for years.

If you think betting odds don't depict the actual probabilities and you know better, you're either wrong or a millionaire.

If you think betting companies can actually predict the future then you are not worth arguing with. There are far too many variables in football to determine "actual probabilities" when it comes to things like who will win the title. And even if statistical models and supercomputers can make more accurate predictions nowadays that the pure speculation of the past, the fundamental principle of "the house always wins" is always true, otherwise they would go out of business.

You don't need to predict the future to know a coinflip will average out at 50/50 in the long run. Betting odds are pretty much universally accurate and it's not the bookies giving them, they follow the markets of people who actually know what they're doing. The reason they make money is because they apply a margin to their odds, which they couldn't do if they didn't know the probabilities in the first place. Of course they're shit at their job and you can get a bet at longer odds than they should be but if you do it consistently they ban you.

Sometimes it might be supercomputers but at least NBA o/u lines are defined by one Finnish turboautismo mathematician who just does it better than anyone else.

He used to give his lines for free, everything would move within two minutes and then the Chinese gave him lots of money. But that's basically how it goes.
