It's just not possible with the way fans engage with the product and derive entertainment from it. People identify with the teams/franchise and attach their personal worth and ego to it. Then the NFL does a better job than any other sport in the world and possibly all of human history to educate, dramatize, and attach emotional weight to the players and a game. The secondary league that does so is college football. Any new league will have to try to establish why people should give a shit about their teams and the market space is filled. Even cities that get a minor league football team don't really consider it a replacement for the NFL team, doesn't feel the same. Building a brand that makes normies feel like they are apart of something takes decades on the scale a minor league sports team needs. Then they have to convince you their small scale version of it is just as worthy of your time and attention. But the NFL has college football. So now a league has to get people to give a shit about what isn't a secondary league but third place. Proper Football(soccer) had the farm/promote system from the beginning and educated it's fans and ingrained the franchise loyalty to begin with. That's the business side, the actual game, American Football is also largely a game of physical talent and mental capacity. The fanbase of football might not fully grasp it but they know that some randos who couldn't make it in the NFL or even CFB as a top star are just scrubs. Their isn't really as much of a skill gap in baseball where a guy needs to work on his swing. Yeah players need to work on learning a scheme/technique but the difference is athletic ability. The only other game with as much of a literal physical attribute is success is basketball. If you are 7 ft tall you can probably make a NBA team.
