There are 4 slots available to NL group winners that fail to finish in the top 2 of their qualifying group.Spain, Portugal, England and Norway have already guaranteed a top 2 finish.Germany, France and Czech Republic will almost certainly get a top 2 finish.Wales and North Macedonia are fighting for 2nd in their group so only 1 of them will take one of the 4 NL slots while the other reaches the play-off through the normal route.Romania have a good chance of moving into 2nd in their group, they are 3 points behind Bosnia and only need to play Bosnia and San Marino (easy win), whereas Bosnia also need to play the group leaders Austria.Northern Ireland are in pretty much an identical position to Romania, their remaining matches are against 2nd place in the group (Slovakia) and a micronation (Luxembourg), while Slovakia also need to play the group leaders (Germany).Sweden look unlikely to finish 2nd in their group, so will likely take 1 of the NL slots.Moldova would definitely take 1 of the NL slots over San Marino since they can't finish 2nd anymore.So basically if Romania and Northern Ireland move to 2nd in their group, San Marino will progress.
