I think it's kind of a dumb argument. Only a neutral customer would care about this. Most teams don't have a chance a chance to win the title in any given league. That doesn't mean their fans don't care. They want their team to do well respective to their power level. Even if Dortmund and Leipzig or whatever would win the league just as often as Buyern this wouldn't make the league for me, a fan of a shit team, any less or more exciting. I'm excited when we don't get relegated.
