The league is set up as a single entity that leases out team ownership to franchisees, and as such all players are essentially signed by the league and then spread amongst the teams based on internal politics. Essentially, it would be like every U23 rider applies for a job with the UCI directly, and then the 18 teams would internally politic their way to selecting however many riders their team needs to be full on rookie contracts. Salary caps on the other hand, that's where it at. It's literally like velogames, you get a certain amount of points to build a team, with each athlete having a certain cost. It encourages picking up younger (read: cheaper) talent and developing them.

I guess the problem with cycling is that it's heavily skewed around a single captain, while the rest of team can be good and it is helpful, at the end of the day you are still relying on a single person to perform. You can have the best team in the world pulling, but if that dude can't get up the last mountain in week 3 its pointless. In cycling you kind of want that Tom Brady person sucking up 70% of your team salary, with a bunch of cheap domestiques to back him up. Where as football you just can't have that ronaldo type guy carrying the entire team, he can't defend or tend the goal too.

CX is optimized for 33 mm tyres, so you usually get a higher placed BB, and the extra room in the forks isnt as much for thick tyres as it is for accomodating a thick layer of mud on the tyres. That and the fact that CX is slower speed riding on twisty koers means there are typically some differences in the steering geometry and thus the handling characteristics. Other than that gravel bikes often are tailored for taller stack heights and a more relaxed position and also have more accessory mounts for touring type usage, and CX bikes don't have sloping top tubes so you can carry the bike on your shoulder somewhat more comfortably. I'd say you can get either for either purpose and get away with it unless you are like super pro or something.
