Other than that gravel bikes often are tailored for taller stack heights and a more relaxed position and also have more accessory mounts for touring type usage, and CX bikes don't have sloping top tubes so you can carry the bike on your shoulder somewhat more comfortably. I'd say you can get either for either purpose and get away with it unless you are like super pro or something.
