The Brazilian title was essentially a Libertadores/Champions League of all state leagues. Most of his goals were in São Paulo state league (strongest league in the world at the time), the Rio-São Paulo regional (strongest league in the world plus the 2nd strongest state league in Brazil), and other tournaments. A lot of his goals also happened in two or three game short tournaments in tours through Europe against bigger teams who wanted to face le Santos of Pelé ou algo. Still, all his goals were legitimate and it was done with a 3 player offside rule, heavier ball, heavier kit, no cards, and constant heavy fouling. Players like Pisstiano will only reach him by playing in this baby version of football for close to 20 years, it's not even comparable.

Brazil is a continental country and a poor one, traveling is expensive nowadays imagine how expansive it'd be to do that in the 50s or 60s
This is one of the reasons it took a while to develop national tournaments in the format of 71 and onwards (with a lot of clubs and a lot of games)
National tournaments usually had the state champions of a few states
Iirc the brazilian federation used to pay for part of the clubs expenses for a while
