Seems like the interest rates would go way up (since a return is not guaranteed), which would reduce the number of students, which would reduce the amount of money universities would get, as well as how many professors they would need. I think that would drive up costs though because the university would have an incentive to get as much money as possible to cover the inevitable losses. A few things I think might help would be flex pricing of a degree depending on how high the job market demand is. An obvious one is capping the borrowing amounts, so you can get that $250k art degree but we're only going to loan you $40k. This should also cause universities to reset prices too. There were far fewer tutoring resources and "success center" type programs. In the early 90s inmates in Alabama prisons sued the government claiming their accommodations were cruel and unusual punishment. Part of the reason why they lost was the government pointing out that students living in dorms at Auburn had less space, no air conditioning, and had to pay rent.
