Chelsea, Man United and Man City have all spent more money than Arsenal since Arteta took over. Chelsea aren't too bad at the moment but they've spent almost 1 billion more than the next highest spender and they only really have a handful of standout players to show for it. Man Utd were in a similar position to Arsenal when Arteta took over with regards to having to rebuild the club, but United are still stuck in that limbo of mediocrity while Arsenal have put together a serious team in the same timeframe. And City were spending that money to strengthen an already world-class team, rather than having to rebuild the entire squad from scratch like Arsenal had to.

It would take the biggest fumble of all time to not win the PL this season. Liverpool have completely collapsed and City aren't good enough these days to go on a 20 game winning streak again. The CL though is more random, they could win it but I still think Barca and Bayern would beat them in the KO rounds. It all depends if they can get lucky matchmaking until the final.
