Which countries that haven't won the WC are iconic/legendary in your eyes?

Hungary, Netherlands, and recently *cough*Belgium*cough*, Portugal, and Croatia. Not really on par with the others, but they had a shot at winning the cup, I think.

Iconic and legendary are big words, but they can be used very inflationary. They can also mean very different things
Hungary hasn't achieved anything of note since 1954. But their "golden team" and also their success before that arguably make them more iconic than, say, Mexico, who are at every World Cup but never make waves. But of course, you have to put Mexico above Hungary nowadays in terms of football impact
The Netherlands should reign supreme either way. They didn't do much before the 70s, but what they've done since then is great
Not really sure about Portugal, they had one good run in 1966, played one good tournament in the 80s, and then started being relevant in the 2000s. But for a lack of alternatives, they must be named as well
The rest is not really up to it, I think. Scotland for example hasn't been important for too long, as iconic as they probably are in terms of football culture

It always scares me how quickly the populations in many of these countries rise. Ethiopia was at „barely“ 100m not too long ago, DR Congo at like 80. And so on. The countries that can sustain their population the least grow the most, while the rich countries just ain‘t poppin‘ and either shrink or import masses from the poor countries that grow like crazy, which isn’t a really sustainable solution either. It doesn’t sound all too healthy all in all
Also, on a different note, it is noticeable how that most countries on that list are kind of suck at football … and/or in team sports in general

Yugoslavia and Croatia are different entities, I don’t think you can count them as one. If anyone is the successor to Yugoslavia, it is Serbia, which is why Croatians left. Croatia has a nice track record, but I kind of think people are influenced by recency bias as well. They are good, impressive … but I struggle with calling them a legendary and iconic national team. Hungary would be above my list, but maybe I am influenced by whatever the opposite of recency bias here since the past always feels more „legendary“. Hungary‘s golden eleven of 1954 is the stuff of legends for sure, although they didn’t win the World Cup. Another final in 1938. They were really good until the 60s, but haven’t been big since then
Netherlands being first is obvious, although they came out of nowhere in 1974

Sure, there's the bronze medal at the 1930 World Cup. But that's the most scuffed accomplishment ever: ages ago, numerous clearly stronger teams didn't bother to attend (Italy, Germany, Austria, Denmark, Spain, Hungary, Czechoslovakia), the US had only two group opponents (Paraguay and Belgium) and had then reached the semifinal - where they got clobbered. No third place match was held. It isn't enough to say the US eclipse Mexico when Mexico have more continental titles
Mexico also have more World Cup participations, but you both have the same number of quarterfinal appearances, or rather "making it to the last 8": two. US in 1930 (when there was no quarterfinal) and 2002, Mexico in 1970 and 1986 (both times as hosts)
Considering that the US started "caring" only recently, they are better. But all in all, Mexico are better historically. It's still 10:7 in Gold Cups, and Mexico won the last two
