These two could definitely play a role at a World Cup. I think the others, even Minas Gerais, would struggle to qualify unless the number of spots for South America is increased. If qualified, they would likely be solid compared to the good non-Euro nations, but lose against the first heavyweight and therefore never actually go far. Rio and Paulo however could make a deep run if things align for themSplintering like that would severely weaken Brazil though, as the talent from one country would be distributed across many states. As a result, I don’t see any of them winning the World Cup, probably not even being a real challenger (semifinal). But I think Brazil would fare better than other states you could split up, because Brazil has lots of professional footballers, so there should be some squad depth you would not expect from most nations

Brazil itself is not a lock for semifinals at the moment after all. I think Minas Gerais would still qualify, and Bahia would have good chances. If they give South America 10 spots, I could see all six listed states qualify if things align for them. Four should be pretty easyI don’t actually know that much about how much talent the states produce, though. That would require Brazilian input. I am just going by club presence and population here
