São Paulo and Rio de Janeiro would be the best. By population, the top is is like

The most talent and the biggest clubs are in São Paulo and Rio de Janeiro, especially in clusters. These two could definitely play a role at a World Cup. I think the others, even Minas Gerais, would struggle to qualify unless the number of spots for South America is increased. If qualified, they would likely be solid compared to the good non-Euro nations, but lose against the first heavyweight and therefore never actually go far. Rio and Paulo however could make a deep run if things align for them
Splintering like that would severely weaken Brazil though, as the talent from one country would be distributed across many states. As a result, I don’t see any of them winning the World Cup, probably not even being a real challenger (semifinal). But I think Brazil would fare better than other states you could split up, because Brazil has lots of professional footballers, so there should be some squad depth you would not expect from most nations

To correct myself a bit: I wouldn’t put a semifinal beyond their capabilities, but they would not be a regular sight and likely lose every time. Brazil itself is not a lock for semifinals at the moment after all.
I think Minas Gerais would still qualify, and Bahia would have good chances. If they give South America 10 spots, I could see all six listed states qualify if things align for them. Four should be pretty easy

I don’t actually know that much about how much talent the states produce, though. That would require Brazilian input. I am just going by club presence and population here

I definitely think Sao Paulo would have like 1-2 world cups. Rio, Belo Horizonte, Parana and RGdS would be somewhere between Netherlands and Switzerland-tier. All the other states would have -- at best -- the Round of 16 be their best all-time WC performance.

São Paulo and Rio would dominate. This isn’t rocket science, it’s just like California being far and away the most successful U.S. state at the Olympics. High Population + wealth (a relative term in Brazil but still) = sports success
