They figured out that the best way to work the transfer portal isn't to look for 5* recruits, its to look for the oldest and most veteran players available regardless of prior star rating. It's pretty simple, most super senior 23 year olds have a biological advantage over freshman and sophomore players, who tend to be 18 or 19 years old, paired with a huge experience advantage. They're basically a bunch of practice squad NFL players. Make no mistake Cignetti is going a great job coaching them up as well, but they're very disciplined because they're very experienced and take coaching well. If you look at their roster, they only have a couple dudes projected to be high draft picks, which is a bit strange. Normally on these kind of teams there should be a bunch more draft picks (Alabama, who got beat bad by Indiana has I think 3 or 4 first rounders projected). BUT the reason you don't see Indiana having a lot of future NFL talent is because they're all a bit on the older side, which degrades their draft grade heavily especially at 'athletic' positions.Still I respect them a lot more than Texas, who are doing their best Dodgers impression and literally just buying all the best players out of the portal right now.
