I agree that a ban is hard to implement. I am no law expert either. UEFA and FIFA did have some cards in their hand, though. A few years ago, UEFA communicated that clubs cannot face on the international stage if they have a shared owner. That should be the very least, and it is very understandable given that this is a danger to fair competition. Then they made multiple backsies from that, and now no one cares
Intercontinentally, it probably is impossible. But UEFA-wide? That must have been possible. Maybe the EU level of politics provides a shortcut. It definitely is a tragedy that this is allowed to continue like this

I think that's the only possible legally enforceable rule; entry into the same continental competition, *maybe* into any of the continental competitions. I don't see how UEFA would be able to stop someone from purchasing stakes in multiple clubs in different countries otherwise.
