It's not rotated, but I understand. But I do think the current one has a nicer color scheme, the transition works nicely in my opinion. I like the Kaiserreich a lot, but the flag itself isn't so amazing. It's also younger than the current flag, and it could be confused with France or the Netherlands if you rotate it and confuse the black with blue

I could see people telling such a meme story about Bismarck. He was a large man and (among other things) famous for drinking a lot. But he wasn't selected as chancellor because of that. And funnily enough, Bismarck wouldn't even fit the criteria I just mentioned since he was the one to create the first German nation state after becoming minister-president of Prussia. You remembering "king" instead of "emperor" might hint at that, though
Bismarck was chosen as minister-president of Prussia because he was a hardliner who promised to solve a constitutional crisis, and because he was expendable and an outsider. No drinking involved afaik

It's the flag of the German Empire, the first German nation state, the Second Reich. Back and white represent Prussia, the dominant state, and red and white represent the Hanseatic cities of Hamburg, Bremen, and Lübeck. Other states are not represented via their colors. It started out as the flag of the North German Confederacy, the proto-state in which Prussia began to control several other states
The flag is not illegal here, but some people like crying about it because muh WW1 evil and because monarchy instead of muh demcracy. And also because it briefly was reinstated in the Third Reich before they used their windmill of peace flag. Since that one is illegal now, some neonazis use the Kaiserreich flag. That's why some lefties today want to make it illegal as well. They also hate our current flag btw, but well ...
