The ISSF holds women's competitions internationally, and even suggested making the Olympic event mixed so as to not increase the number of total athletes. The IOC kept it as men only anyway and then used that as justification to remove it.
The IOC can be swayed if they are "lobbied" (bribed) enough by the sport federations
