Hmm …

Charlemagne wasn’t Emperor of France, his realm just included what is now France and the Franks are just the ones France is named after. They were a Germanic people originally coming from further east of modern France, not a Romance-speaking one. The de facto capital of Charlemagne‘s empire is located in modern Germany. I don’t see why France can claim him more than us, both the French and German/HRE list of rulers begin with Charles/Karl, but the title of Emperor remained with us in the end
Spain just was a part of the Roman Empire. That’s it. They avoided getting islamized in the mean time.

Charlemagne didn't give two fucks about all the "honours" bestowed upon him. He wasn't interested in resurrecting Rome's corpse. He let that rot and set out to build a Frankish Empire. HRE was a continuation of the Frankish Empire but a weaksauce one.
Those in Charlemagne's court that were close to him had to speak proper Frankish or were sent to his ancestral lands in Belgium to learn it. Dutch is the direct descendant of Old Franconian, Frankish, a.k.a. lingua theodisca or Diets = Dutch. Charlemagne disliked and actively worked against the "bastardized" vernacular Latin/Romance speech common in France. They viewed it as degenerate. And likewise they looked down on Saxon and other German dialects.
