The issue is that they were trying to culturally neuter and control it like snowboarding/skateboarding but didn't go far enough - and really couldn't because the format had already been set by previous competitions that sought to preserve the hip hop roots, e.g., leaning more on self-expression than required moves. Breakdancing is ultimately incompatible with the Olympics not because you can't systematize judging for it but because your most skilled performers would completely abandon it if you did. Whereas something like figure skating has roots in ballet and harsh training taken under taskmaster coaches who seek to erase self-expression and replace it with Expression sanctified by the elite. Breakdancing is an art whereas those other things are a performance (which is also art, just not necessarily the art of the person performing it).
