I am aware i am probably retarded but, can someone explain fouling to me? I understand fouls like holding, tripping, and pushing, but blocking fouls make no sense to me. What makes a block qualify as a foul. I see blocks that are called fouls and then a minute later the exact same thing isn't called a foul. Everytime I look this up stuff about preventing movement comes up, but I see things that obviously impede the offenses movement all the time that aren't called. Also intentionally drawing a foul make no sense go me either. Why is the defender at fault if the ball carrier intentionally does an action that essentially uses the defender as a tool to restrict their own movement.

When I was a kid we drove down the Blue Ridge Parkway, which was very beautiful. It's not just that you're traveling at high elevation (relatively speaking, the Appalachian mountains aren't the Andes) but also because the parkway has strict rules against things like advertising and unnecessary signage. Commercial vehicles are prohibited and there are no interchanges with interstate highways. The speed limit is at most 45 mph and often slower.
